How to apply for a temporary driving permit in Shanghai
The process is practical, but the translation and document format must be correct.

Shanghai’s official guidance lists Belgium, the United Arab Emirates, France and Serbia as countries covered by mutual recognition agreements. Licence holders from these countries may be eligible to convert their licence without taking the theory test, depending on category and local requirements.

Driving in Europe with a Chinese licence
Europe is not one single driving licence system for non-EU licences. Each country can apply different rules to visitors, residents and students.
In many European countries, short-term visitors may drive with a valid Chinese licence if it is accompanied by an official translation or another recognised supporting document. However, long-term residents often need to exchange the licence or obtain a local one.
France: a useful example for Chinese licence holders
France is one of the clearest examples because France and China have a mutual recognition and exchange agreement. A Chinese licence holder visiting France for a short stay may generally drive with a valid Chinese licence and an official French translation, if all conditions are met.
If the person settles in France, the Chinese licence is generally valid for one year from the acquisition of normal residence. To continue driving after that, the licence must be exchanged if it is eligible. The exchange process is handled online through France Titres / ANTS.
For France, translation quality is central. A Chinese licence normally needs an official French translation. In many situations, the safest option is a sworn translation done by a qualified translator.
United Kingdom: check the licence category and residence status
The United Kingdom provides an official online tool for checking whether a non-GB licence can be used in Great Britain. This is a good example of how drivers should proceed: check the official transport authority before driving, rather than relying on general advice.
Chinese licence holders planning to drive in the UK should verify whether they are visitors or residents, how long they can drive, and whether they must apply for a UK licence later.
Driving in the United States with a Chinese licence
The United States is more complex because driving rules are set mainly at state level. A Chinese licence may be treated differently in New York, Texas, California or another state.
New York DMV states that visitors from other countries do not need a New York State licence if they have a valid foreign driving licence. Texas DPS states that a person may use a valid, unexpired foreign licence for up to one year or until they become a Texas resident, whichever comes first. New Texas residents generally need to apply for a Texas licence within 90 days.
This shows why Chinese drivers should never search only for “driving in the USA with a Chinese licence.” They should check the specific state where they will drive.
Rental cars in the United States
Even when local law allows driving with a foreign licence, rental companies may require an English translation or additional identification. A rental counter may refuse a licence if the employee cannot verify the driver’s name, category or validity.
Chinese drivers should carry the original Chinese licence and prepare an English translation before travel when required.
Driving in Australia with a Chinese licence
Australia is another country where rules depend on visa type and state or territory.
Austroads states that visiting drivers in Australia must carry their overseas licence and, if the licence is not in English, either an International Driving Permit or an English translation. In New South Wales, official guidance says temporary overseas visitors can drive for up to six months if they meet the conditions.
For Chinese drivers, this means translation matters again. In many Australian situations, a recognised English translation is required. For immigration, licensing or official document use, NAATI-certified translation may be relevant depending on the authority and use case.
Licence exchange vs temporary driving: do not confuse the two
Many applicants confuse temporary driving permission with licence exchange. They are not the same.
Temporary driving permission
This is usually for tourists, short-term business travellers, visiting family members or temporary stays. It allows limited driving for a specific period, often with the original licence and official translation.
